| 摘 要： | 我国的科技评估始于20世纪90年代初期,目前仍面临评估制度建设不到位、环境建设不完善、评估经费没有稳定的支持渠道、不管是国家还是地方对科技规划的评估仍是"短板"等问题。内蒙古至今制定和实施了6个科技发展规划,但仍然存在地方科技规划中重设计决策、轻执行评估的"通病",因此建议通过加强科技评估制度建设、对评估方法的研究、科技评估环境建设等措施,加快构建内蒙古科技规划评价体系的步伐。

| Abstract: | In our country,scientific evaluation started from the early 1990s,now still face the problems,such as,assessment system construction does not reach the designated position,environmental construction are not perfect,without the support of the stability evaluation funds channel,either national or local planning about science and technology assessment is still "short board",etc.Inner Mongolia has developed and implemented six science technology development plannings,but still exist the normal "disease": attach importance to design and decision,neglect execution and evaluation.The proposal,by strengthening the construction of system,technology assessment of evaluation methods of research,science and technology assessment environment construction and other measures to accelerate the establishment of Inner Mongolia science and technology the pace of planning evaluation system. |
