摘    要:针对中国大城市先进交通控制系统建设现况 ,提出一套完整的先进交通控制系统设计规划 ,旨在综合性、系统性地解决我国城市交通控制系统的效能问题 ,并保证未来智能交通系统的可实施性 ,同时强调可以实现和可以负担的设计。讨论系统设计目标和技术框架 ;详细阐述区域交通控制系统、配套的交通综合治理、自行车和行人交通控制管理等方面的设计要求和技术方案 ;给出针对中国交通特点的专门设计 :交通控制系统的相位相序模式、自行车 -行人相位设计、智能交通系统 (ITS)的分步实施方案

Abstract:Many Chinese cities need improved traffic structures. The lack of order leads to poor and unsteady street capacity and travel time estimation. Imported area traffic control systems are also unable to work as designated because of the lack of order. An advanced traffic control system (ATCS) is presented for affordable urban traffic control systems in China to implement future intelligent transport systems (ITS). This paper introduces the design objectives with emphasis on the technical aspects of: the area traffic control system; the corresponding street section/intersection traffic managing enhancement; and bicycle riders/pedestrians traffic management and control. The system also involves special functions for China, including: patterns of signal phase and phase order; signal design for bicycle riders/pedestrians; and multi stage plans for ATCS in ITS.
