| 摘 要： | 台风灾害不同于其他自然灾害,它每年必然在中国东南沿海发生.防抗台风灾害是中国海事机构的常规工作之一,海事机构防抗台工作常态化具有其客观必要性.通过阐释防抗台工作常态化的含义,指出防抗台工作常态化包括日常防范常态化和应急管理常态化,并对其基本内容进行探讨.
