根据各指标在总评价指标中的重要程度，先由专家确定，再计算平均值和标准差，最后确定权重。然后，根据权重计算出每一个煤炭安全生产策略的优劣度，并按照从大到小的顺序排列。判断工程系统发生事故的可能性及其严重程度，提出安全对策建议，从而为工程系统制定防范措施和管理决策提供科学依据。

According to the importance of each index in the general evaluation indexes,firstly,experts make a decision,then calculate the average value and the standard deviation,at last,the weights are given.We can calculate the good or bad quality of each strategy on safety in production of coal according to the weights,then we range it from the hilltop to the foot.By judging the possibilities and the impor-tance of the engineering accident,making a suggestion to the safety,we can afford a scientific basis for engineering system in making precautionary measures and management decision.
