This paper expounds the connotation of the intellectual government and the good governance,analyzes the relationship between the intellectual government and the good governance in the intellectual society,and points out that the construction of the intellectual government should be done from five aspects:the concept of government management,the technological process of organization,the learning-type organization,the management style of leaders,and the culture of organization.
