| 摘 要： | 由四川彭州天价乌木案引发的"国家所有"财产权属的难题是公民个人对国家的不理解与不信任。造成这一难题的深层次原因在于国家未能满足最大多数人的最大幸福,"国家所有"的产权并非真正明晰。真正解决这一难题的关键在于国家角色的转换,市民社会的壮大以及产权的清晰界定。

| Abstract: | State ownership＇ s Problem that caused by Ebony case of Peng Zhou Si Chuan Province is the distrust that the citizen to the country. The problems＇ origin is the country cannot guarantee most people＇s greatest happiness, the vague of State ownership. The key to solving this problem is the character conversion of the state, strengthen the civil society and clearly defined property rights of state ownership. |
