| 摘 要： | 政府机构改革是个热门话题。作为改革开放前沿阵地的深圳市在政府机构改革中实行“党政职能分开”的做法，作为珠三角“四小虎”之一的顺德市则进行“一个决策中心五位一体”决策中枢系统的建构。两者的经验是值得总结，并因时、因地、因条件参考、借鉴的。
