| 摘 要： | 在奥巴马政府发布的美国2011年财政预算中,关于教师素质方面的经费预算计划具有三重性特点:一方面增加以绩效为基础的教师素质经费预算,引入竞争机制,激励教师的专业发展;另一方面减少常规的教师素质经费预算,避免经费的低效率使用;并且提供了预备基金,作为应急之需。

| Abstract: | In US fiscal 2011 budget of Obama administration,the teacher quality spending have tri-characteristic: firstly,it increases performance-based budget to introduce competitive system and stimulate U.S.teachers’vocational development;secondly,it decreases formula budget to avoid ineffectiveness of expenditures;lastly,it provides contingency incase of emergency. |
