贫困山区资源开发的模式研究：以鄂东南丘陵山区为例

鄂东南山区地处湘、鄂、赣三省交界处，其资源可持续开发和面临的问题主要有：（地）生态环境脆弱，生态灾害频繁发生；（２）自然资源种类多但产业优势不明显；（３）区位条件差、市场发育严重不足；（４）人口多、素质低，严重阻碍经济发展。作认为鄂东南乒乓在陵山区贫困县（市）资源开发的适宜模式有三种：优质资源的规模开发模式、人力资源的异地开发模式和资源约束型的科技扶贫模式。

A model study on the development of resources of the underdeveloped mountainous and hilly regions in the southeast Hubei province

In considering these regions,it is necesary to understand these areas face a number of unfavourable ecological and social problems.These include such disadvantages as:over population,lack of farmland,underdeveloped economy,the poor conditions of communication and transportation,and the poor foundation of agricultural industrialization.The authors propose that there are three suitable models for the industrialization in this regions.Firstly,there is the large-scale productions of advantageous resources.Secondly movement of labor to other towns and provinces away from their hometowns.And thirdly,the elimination of poverty by the aid-the-poor program.
