关于西藏农牧区公共文化服务体系建设的思考

“十二五”规划开局之际，西藏自治区政府提出推进“文化西藏”建设，着力构建公共文化服务体系新格局，使公共文化真正惠及全民，让广大群众享受丰富的精神生活。文章阐述了西藏农牧区公共文化服务建设的做法和成效，提出了建设所面临的困难，并就如何构建好这一系统工程，推动农牧区公共文化建设与经济建设、政治建设、社会建设协调发展，让广大群众，特别是广大农牧民共享先进文化的发展成果提出建设对策。

A Discussion on Establishing a System of Public Cultural Services in the Farming and Pastoral Areas of Tibet

The Tibet~s＂Twelfth Five-year Plan＂ has launched, and the government of the Tibet Autonomous Region proposed a＂Culture-Tibet＂ program. In order to achieve the goal of public cultural services, namely bringing actual benefits to the majority through cultural entertainment and enjoyment, the program aims to create a new pattern for the system of the public cultural services. The article carries on a discussion of establishing a good system for public culture services, and attempts to respond the questions of how best to construct the system; how to coordinate the relationships between rural public cultural services with economic, political and social development; and in what way the rural population can enjoy the results of developing advanced culture.
