中国海岸带自然灾害系统研究

从系统的角度出发，分析我国海岸带自然灾害系统的主要特征．海岸带是环境的最不稳定地带，它存在的各种致灾因子具有一定的空间分布特征和空间组合特征；多种致灾因子相互作用使海岸带灾害复杂化．因此研究海岸带灾害应从系统的观点出发，深入研究海岸带灾害的成灾特点，从经济上保障海岸带灾害防治措施的实施，并以立法的形式协调海岸带开发过程中存在的各种矛盾，减轻人为灾害的发生．

A Research into Hazard System in Chinese Coastal Zone

Proceeding from the systematic theory, this paper analyses the main feature of natural hazard system in Chinese coastal zone. It profiles that the coastal zone is the most instable. The various hazard factors existed in coastal zone have established feature of time-space distributions and combinations. The hazards in coastal zone are complicated by the interaction of the hazard factors. So we must proceed from the concept of studying the coastal zone as a whole.The features of the hazards in the coastal zone must be studied. The measures of preventing the coastal zone from hazards must be ensured in economy. The laws and regulations must be used to lighten artificial hazasrds.
