摘    要:就农村教师流动调查所得的整体状况,从环境、教育政策、经济、管理和个人等因素进行分析,提出六项解决措施:树立基础教育的整体发展观;建立弱势补偿机制;建立教师双向交流机制;拓宽师资来源渠道;完善校长负责制;加强学校内部管理。

Abstract:A survey is made on the intellectual flow in elementary and middle schools in rural area in China. From environment, education policies, economy, management and individual factors, the paper is aimed to put forward six solutions: establish comprehensive development concept of primary education, set up inferiority-compensation mechanism, widen the channel from which teachers come from, perfect principal-responsible system, and strengthen schools'interior management.
