Probe into and Research on the Personnel Arrangement in University Library

This paper analyzes on the problems existing in the personnel arrangement in university library, and expounds the reasons of these problems and the malpractices caused by these problems, and points out that university library should establish the concept of the human resource management and the concept of the ability-based management, change the personnel management into the human resource management for solving the problem of the personnel arrangement.
