| 摘 要： | 在经济全球化背景下，人力资本是一个国家最重要的资源，其存量大小是衡量其经济发展后续潜力以及综合国力大小的重要尺度之一，是实现经济可持续发展的关键。着重从人力资本流动的特征及意义、人力资源流动和利用的效率两个角度进行考察，分析了我国目前人力资本流动和利用的非有效性，并提出了相应的政策建议。

| Abstract: | On the background of the economic globalization, the human resource is the most important resource of a country, its stock is one of the of the important standards to weigh the subsequent potentiality of economic development and the comprehensive national power of a country, and also is the key of realizing sustainable development of economy. This paper makes investigation from two angles emphatically of the characteristics and significance of human resources flowage, and the efficiency of human resources flowage and utilization, analyzes on the invalidity of the human resources flowage and utilization at present of our country, and puts forward some corresponding policies and recommendations. |
