支持县域经济发展的财政政策研究

县域经济是我国区域经济的基本单元,是行政区划中承上启下、联系城乡、沟通条块的关键层次。我国县域人口基数庞大,县域面积广阔,经济发展基础薄弱,城乡“二元经济”矛盾突出。党的十六大提出了“壮大县域经济”的号召,十六届三中全会又进一步强调“要大力发展县域经济”。如何加快发展壮大县域经济,增强县域经济竞争能力,实现强县富民,是夯实国民经济发展基础和建设全面小康社会的重大课题。本研究立足于中西部县域地区,着重从财政角度对县域经济发展问题深入剖析,力图抓住影响县域经济发展的症结,寻找有效促进县域经济发展的政策措施。

Financial Policy Studies on Boosting the County Economy

The county-economy is a basic unit of China's regional economy, which functions as a key level in bridging the administrative connections between urban and rural as well as the links among different departments and regions. Large population, vast territory, weak economic infrastructure and the dual structure in urban and rural economy are the main characteristics of Chinese counties. "Boosting the county economy", put forward at the 16th National Congress of the Communist Party of China and reemphasized at the Third Plenary Session of the Congress, has been an important task which will have a great impact on strengthening national economic capacity and building a well-off society in an all-round way. This paper focuses on the counties in Midwest China. It explores the issue of county economy from the perspective of fiscal policies and tries to sort out some effective strategies.
