| 摘 要： | 我国沙尘暴、大风扬沙天气越来越频繁,西北部地区荒漠化现象更为严重。学术界关于沙尘暴频发、土地荒漠化加剧的原因,也是众说纷纭。笔者认为导致沙漠化根源在于自然资源的公共所有或自然资源的产权模糊,即所有权不清晰是导致资源利用效率低的根本原因,因此,界定自然资源产权是解决自然资源有效合理利用和环境保护之间关系的根本措施。

| Abstract: | The dust-storm and dust-weather has been frequently in China.Especially,the deserting is more serious in the Northwest area.There are more opinions on the problems.The author thinks that the origin of deserting is the problem of the property right of the natural resource.The property right of the natural resource is belong to public and the efficiency of using natural resource is low.Therefore,defining the property right of the natural resource is a essential way to solve the relations of utilizing efficiently the natural resource and environmental protection. |
