满洲里重点开发开放试验区建设对策研究

阐述了建设满洲里重点开发开放试验区对于提升国家对外开放水平、探索西部地区开发新途径、维护边疆地区稳定、促进少数民族地区繁荣发展所具有的重要意义。满洲里市依托自身优越的区位优势和多年打造的基础条件,解放思想,先行先试,努力建设区域经济增长的先导区、体制机制创新的引领区和社会和谐进步的示范区,在对外开放的模式上进行探索,在管理体制上进行创新,争取国家在试验区建设载体上给予支持、在产业导向上给予倾斜、在优惠政策上给予扶持,经过近10年的努力,建设好国家重点开发开放试验区,完成国务院《关于进一步促进内蒙古经济社会又好又快发展的若干意见》中确定的"把满洲里建成东北亚国际物流中心"的战略任务。
