| 摘 要： | 该文以合肥市城建规划信息管理为目标，以地理信息系统为基础，通过网络通讯、数据库技术、应用模型建立和知识表达技术和引进ＧＩＳ软件二次开发技术，为规划部门提供信息服务和现代化管理手段的总体设计方案．同时，针对当前国内城市规划、建设管理信息系统实施中的问题，提出了克服困难和障碍的对策．
