内蒙古公共支出激励企业自主创新的效应分析

近年来,我国财政部陆续出台了激励技术创新的财政政策与措施。随着我国公共财政支出的规模越来越大,激励创新的效果如何是政府与学术界共同关心的问题。首先采用相关计量模型,通过内蒙古的经验数据进行实证检验,试图寻找公共支出与自主创新的相互关系,并在此基础上估计R＆D经费支出的最优规模。最后,根据计算结果给出相应的政策性建议。
