摘    要:针对近几年中国用电空调和高耗能企业的数量剧增,全国大范围内拉闸限电的问题.提出节约电力资源优于开发电力资源的观点.结合中国各地的实际情况,在有集中冷、热负荷的情况下,热电厂实行热电冷三联供;既节约了燃料和一定数量的电力,又可以有效控制用电空调的数量,减少夏季的空调用电负荷.同时提出在全国范围内实现电力网互联,提高能源的有效利用率,达到对中国现有电力资源的优化配置.

Abstract:Increase severely to the China power consuming air conditioner and quantity of highly energy- consuming enterprises in recent years, Question of operating a switch to ration the power supply in big national range. Put forward and economize the electric power resource and is superior to the view of developing electric power resource. Combine the actual conditions all over China, In a situation that there is centralized cold or hot load, The heat and power plant implements thermo-electricity cold three is united and supported; Not only economize fuel and some electricity but also may control the quantity of the air conditioner of power consuming effectively, Air conditioner power consuming load of reducing summer. Propose that it is interconnected to realize the power network nationwide at the same time, Improve the effective rate of utilization of the energy, Reach the rational distribution of the existing electric power resource in China.
