| 摘 要： | 非正式组织的产生与存在是一个客观的事实,它既能给行政组织以积极作用,又能给行政组织以消极影响。行政组织领导者应该正视非正式组织的存在,最大限度地发挥其积极作用,同时尽量约束或减少其消极影响。
