| 摘 要： | 共青团组织是城乡统筹发展中的一更生力军和突击队，理应在职能发挥和机制建设两方面针对现存问题，结合时代要求和社会需要进行改革。实践中，应通过明确职能任务，加强机制建设等措施，促进团的发展，做好青年工作，更好的服务城乡统筹发展。
