历代黄河治理思想及其演变研究

我国四千多年来在治黄思想方面经历了以疏为主、堵疏并用、以堵为主和综合治理的阶段。在治河空间上，经历了由单一的下游防洪治理到上、中、下游通盘规划的全流域治理，特别是建国50多年来，在整个黄河流域的治理中体现了治理、开发、利用与保护相结合的系统论思想。

On the Thinking of Harnessing the Yellow River and Its Evolution Through Ages

After analyzing the practice of harnessing the Yellow River and the relative engineering technology since the age of Yu, the authors find that in the past 4000 years the thinking of harnessing the River has gone through four stages, that is the stages of taking dredging, blocking up and dredging, blocking up and comprehensive harnessing as the main task separately. In the respect of the reaches, it has undergone from simply flood control in lower reaches to overall harnessing the upper, middle and lower reaches. Particularly in the more than 50 years since the founding of our People' s Republic, the systematic thinking that combines harnessing, developing, utilizing and protecting is reflected in harnessing the whole Yellow River valley.
