借鉴德国经验完善我国科技评审制度

德国科技评审制度的独特之处在于“分而不乱”,它对德国的科技迅速发展及整个国家经济政治的国际地位的提高有着巨大的贡献。国家赋予科学界和经济界足够的独立性来保护科学研究的纯洁性和科技评审的科学性、严肃性,而各个科研机构也都十分珍视这种独立性,尤其对科研项目的评审强调事前评审制度化和国际化,要求评审过程高度透明化,等等,这些都是值得我国借鉴的。
