论我国宪法解释程序中的宪法专家参与制度

从目前的情况来看．我国的宪法解释工作并没有得到很好地开展．这是由多方面的原因来决定的．在这些原因当中．没有重视和健全的宪法专家参与宪法解释的制度应当说是一个很重要的因素。因此．本文就对此问题作了探讨．提出要健全我国的宪法专家参与制度．要求宪法解释机关每次在进行宪法解释之前．都必须先设立一个临时委员会…宪法专家委员会先对需要进行解释的宪法问题进行可行性研究论证．在此基础上进行解释．同时要求建立在宪法解释机关作出宪法解释之后．还要向公众提交一份做出最终决定的报告和宪法专家作出的报告，一并向公众公示的制度。

Probe In The Constitutional Expert Attendence System About The Procedure Of The Chinese Constitutional Interpretation

The present condition of constitutional interpretation in china can not well expand because of many reasons.One of these reasons is not to perfect the expert attendence system.So this article tries to probe into this question.The article think before the institution of constitutional interpretation explains the constitution, we must erect a temporary committee-constitutional expert committee.The institution of constitutional interpretation decided the question after the expert committee have discussed the constitution question.and opened all data to the public.
