民国中期孔庆宗负责时代驻藏办事处内部人事设置及其影响（1940-1944）

1940年4月,孔庆宗就任国民政府蒙藏委员会驻藏办事处处长后,为了恢复中央政府在西藏地方的主权和加强双方的关系,首先着手积极完善办事处的人事设置。在他实际负责处长一职的近五年间（1940年4月-1944年7月）,由于各种原因,在处内形成比较复杂的人事矛盾,引起处内多位职员要求内调,影响了他对于藏事的办理成效,并最终到了他自身无法调和和控制的程度,只得辞去办事处处长一职,呈会内调。文章利用相关档案材料和新发现的驻藏办事处戴新三科长《拉萨日记》,对办事处内部人事设置和纷争进行梳理,并进行简要分析,以求在复原办事处人事设置与纷争的历史的同时,深入了解民国中期中央政府与西藏地方关系演变的另一个深层原因。

On the Internal Personnel Arrangement of Mongolian and Tibetan Affairs Commission Office of Tibet Led by Kong Qingzong in 1940-1944

It was in April,1940 that Kong Qingzong became the head of Mongolian and Tibetan Affairs Commission Office of Tibet.In order to resume the exercise of sovereignty in Tibet and strengthen the relationship between the central government and Tibet,Kong Qingzong actively perfected personnel arrangement of the office.During the five years（April 1940-July 1944） when he led the office,for many reasons,there were some very complicated disputes over the personnel arrangement in the office,and they resulted in many officers asking for transfers and back to inland,it affected the efficience of the office.Since Kong Qingzong was not able to pacify the disputes,he had to resign at last.The article analyzes the inner personnel arrangement and disputes in the office by referring to the relevant documents and a newly found diary written by an officer of the office,in an attempt to bring the history back to life to get to know the deeper causes of the changes of the relationship between the central government and Tibet in early 1940s.
