新疆农业经济增长方式转变实现度变化与可持续发展

选取了生产率、现代化程度、物质投入、结构配置、经营方式、生态环境和水资源利用7个一级指标14个二级子指标构成了新疆农业经济增长方式转变实现度评价的指标体系。通过实现度方程计算出各地州市的实现度。依据各地州的1991到2001年10a实现度的年均增长率将其分为5种类型：增长极快型、增长较快型、增长平稳型、增长较慢型、增长极慢型。总体上新疆农业经济增长方式转变较慢。针对各地州市实现度增长的不同类型，提出了其各自可持续发展的农业经济增长方式转变策略、对策。图2，表4，参21。

Transformation Degree of Agricultural Economic Growth and Sustainable Development in Xinjiang

This paper selected productivity, modernization, and material input, structure configuration, management, ecological environment and water level as stair indexes, together with 14 secondary indexes constituted index system for evaluating transformation mode of agricultural economic growth in Xinjiang. Achieving degrees were obtained through the calculation of the achieving degree's equation. Based on the average annual growth rate (from 1991 to 2001) in achieving degree,prefectures were divided into five categories of fast-growth,faster- growth,steady-growth, slower growth and slow growth. As a whole, the transformation of agricultural economic growth mode is quite slow in Xinjiang. Aimed at achieving different types of each prefecture, we came up with their corresponding strategy and countermeasures for the sustainable development.
