农村公共产品供给现状、成因与对策

目前农村公共产品供给呈现总量不足、结构失调、效率低下、有失公平的现状,其原因是城乡二元经济结构、县乡财政困难、财政资源使用效率低下和农村公共产品供给体制缺乏科学性。必须通过建立充分体现农民需求的公共产品供给决策机制、建立针对农村公共产品供给的转移支付制度、切实保障农村九年义务教育、注重发挥农村合作组织的作用、加快进行各种配套改革等措施,保证农村公共产品供给的数量和质量,从而维护农民权益。
