| 摘 要： | 工程量清单是投标报价的基础数据，其编制质量将影响招投标活动的顺利进行．在实行工程量清单计价的初期，不可避免存在工程量清单编制质量差的问题，招标人应以工程量清单的项目设置、特征描述、工程量计算等几方面为重点提高清单编制质量．

| Abstract: | A bill of quantities is the basic data. The quality of the bill will influence the success of the tender and the bid. At the initial stage of sperating prices by bill of quantities, the problem of the quality of bill of quantities can not be avoided, so we ought to emphasis on the quality of the bill such as the items and the characters and the count of bill of quantities. |
