本文作者结合近年来从事公文管理工作的实践和体会，分析了纸质公文和ARP电子公文系统在运用中的差别，进而阐述了ARP电子公文系统促进了无纸办公，优化了公文处理流程，为办公人员在催办和查询方面提供便利，降低了行政成本，提高了公文传递速度和办公效率。并进一步针对ARP电子公文系统在办公过程中存在的问题，提出了优化电子公文系统的措施。

The Role of Electronic Document System in Realizing Paperless Office and in Changing Work Habits

With the working practice and experience of recent years in document management, the author analyzes the difference in application between the paper documents and ARP （Academia Resource Planning, ARP） electronic document system. And the author elaborates how ARP electronic document system promotes the paperless office work; optimizes the document processing procedure; facilitates reminders and queries for staff; reduces administrative costs; and improves the efficiency of document delivery and office work. In terms of the existing problems of ARP electronic official document system, the author puts forward measures to optimize electronic documents system.
