| 摘 要： | 技术预见是一种新型科技治理工具。本文在阐述技术预见内涵、国内外开展技术预见现状及成就的基础上,提出应把技术预见工作作为编制"十三五"发展规划的重要支撑举措,并将技术预见工作纳入到区域政府科技管理部门的一项重要工作内容,构建"小核心、大网络"的民主化、科学化决策机制,优化科技创新资源配置,全面开展传统优势产业、战略性新兴产业及其前沿关键技术预见研究,推动区域经济社会在新常态下实现新发展。

| Abstract: | Technology foresight is a new science and technology governance tool. This paper, based on describing the technology foresight meaning, the present situation and achievements of the development of technology foresight in China and abroad, proposed the technology foresight work should be treated as an important support for the preparation of“13th five-year”development plan and the technology foresight should be included into the regional government science and technology management department as an im?portant content of the work, to build a democratic and scientific decision-making mechanism of " small core, big network", to optimize the allocation of science and technology innovation resources, to carry out a comprehensive research on traditional industries and strategic emerging industries and their frontier key technology foresight, to promote the regional economy and society in the new norm to realize new devel?opment. |
