| 摘 要： | 按照循环经济的观点，垃圾是一种错放在垃圾场的资源。伴随着日益增长的城市垃圾，城市垃圾资源化利用的问题日益突出。完善法制环境、建立市场化的城市垃圾管理机制、妥善解决城市垃圾资源化处理的资金瓶颈、增强市民环境保护意识和参与积极性是绵阳市加快垃圾资源化利用的几个主要措施。同时，今后城市垃圾处理趋势是走向市场，必须综合考虑项目技术和经济可行性。

| Abstract: | From cycle economy perspective, garbage is a kind of resource which is disposed to dump by mistake. The continuously increasing municipal solid waste makes the appropriate resource usage an emergency. Based on the problems of the municipal solid waste management, some suggestions are given on how to promote the resource usage of the municipal solid waste resource, such as the environment, the management, the fund and the consciousness. The tendency of the municipal solid waste is to face the market, and it is important to think about the technological and the economic feasibility. |
