| 摘 要： | 制度安排在很大程度上决定着经济社会发展条件，经济社会发展速度与质量影响其条件进而能动地作用于制度安排集合。伴随四川经济发展速度持续加快，资源供需矛盾也日益突出，创新制度供给、建设节约型社会是其必然选择。创新资源立法安排、创新资源管理制度、创新干部考核制度、创新道德约束机制是四川建设节约型社会的重要措施。

| Abstract: | Institutional arrangements determine the conditions of economic development, the speed and quality of economic development plays a great role in forming the conditions of economic development and the cluster of institutional arrangements. With the quick development of economy in Sichuan, the contradictory between the resources supply and demand also unceasingly intensifies, it is necessary for Sichuan to innovate institutional supply and construct economic society so as to sustain its economic development. Innovating resources legislation arrangement, innovating resources management institution, and innovating cadre-testing institution, and innovating morality-restraint mechanism, are the important countermeasures for Siehuan to construct economic society. |
