论中西中古君主制的差异

中西中古君主制度有着本质的差异。中国的君主制牢固地建立在郡县制基础之上，皇权至尊至大，并且不具有丝毫的可分割性和可平衡性。西方的君主制以高度的地方自治为基础，君权是社会二元权力中较弱的一元，且有完备的议会和宪法制度加以限制。中国的君主制实质上是皇帝一个人的独裁专制，西方的君主制则是议会君主制。

Differences of Monarchy between China and the West of Medieval Times

There are some essential differences between China and the West abuot the monarchy of Medieval Times. The monarchy of China was based on the system of prefectures and counties, in which imperial power is the strongest and mightiest, and it couldnt be divided and balanced. In the West, monarchy was based on local autonomy, in which imperial powe was not so strong and it was bruited by the perfect Constitution and Parliament. In fact, monarchy of China is dictatorship despotic of emperor; but in the West, it is parliamentary monarchy.
