农村土地流转：困境及对策分析

论述了我国农村土地流转对于促进“三农”问题解决的重要意义，分析了农村土地流转面临的困境，如农民小农经济意识的束缚、农村土地法律存在缺陷、土地流转中介组织不完善、农村保险业务不配套、农民进城工作和子女教育保障少等。提出了有针对性的如普及科学知识和解放农民思想、继续完善农村有关土地的法律、完善农村土地流转中介组织、建立覆盖全面的农村保险内容、政府切实保护农民工利益等对策。

Difficult Situations and Strategies of Rural Land Transfer

The great significance of rural land transfer on promoting the ＂three agricultural problems＂ was discussed. The difficulties that the rural land transfer facing were analyzed： the restraint of small-scale peasant economy; the defects of rural land laws; the imperfect land transfer intermediary organizations; the incomplete rural insurance business; and the lack of protection on farmers working in cities, and their children＇s education. Some targeted measures were presented.
