山洪预报决策系统的构建

山洪是山丘区中流域由降雨引起的突发性、暴涨暴落的洪水。为减少山洪造成的危害，本文介绍了山洪预警中山洪预报决策系统的设计。本设计由水雨情分析预报子系统、预警信息生成子系统以及维护及管理子系统三部分构成。通过对该系统在崇州地区的应用，证实其基本上能达到设计要求。

Construction of Flash Floods Forecast Decision-making System

Flash flood is a kind of sudden flood which is caused by the sudden rainfall, rises up and down sharply in the basin hilly and mountainous areas. In order to reduce the damage caused by flash flood, this article introduces the design of the flash flood disaster forecasting decision-making system in the flash flood disaster early warning system. This design contains three parts including rainfall analysis and prediction subsystem, generation of early warning subsystem and maintenance and management subsystem. Through the application of this system in Chongzhou city, we find that it can meet the design requirements on the whole.
