金融危机背景下的美国特殊教育政策动向

摘    要:美国特殊教育政策的制定和执行有其内在的法律依据与保障。在金融危机背景下,美国政府依据法律对特殊教育给予了极大的关注和支持。政策方面的倾斜给美国特殊教育事业注入了充足的养分。近年来,我国特殊教育事业取得了快速的发展,但也存在诸如资金投入不足、筹资渠道单一、师资匮乏、从业教师压力大等客观问题。从美国特殊教育发展的法律动因入手,分析金融危机背景下美国特殊教育的政策动向,以期为我国特殊教育发展觅求些许启示。

Abstract:The American educational policies are formed on the basis of its Constitution and relative laws.In the global financial crisis,US president signed the American Recovery and Reinvestment Act of 2009.The act focuses mainly on special education,which is benefiting from it.Chinese special education has gained a rapid development in the past decades.However,there are still some problems,such as,lack of capital,lack of qualified teachers,heavy pressure and so on.This paper analyzes the American special educationa...
