服务型政府的价值理性探析

21世纪公共行政的主流是道德的维度。服务型政府首先是以服务为核心价值的政府理念，是公民本位和公民意志在社会管理中居于决定性地位，旨在重塑公共行政价值观，解决当下行政人员价值观失范的问题。任何一项社会制度都是某种价值理念的体现，反过来讲，任何一种价值理念其客观存在必然体现在相应的制度上。新时期的服务型政府概念是我国学者首先提出，对其建设必须加以价值理性探究。

A Rational Study of the Value of Service- oriented Government

The mainstream of the 21st century public administration is the dimension of morality.Firstly,service-oriented government emphasizes the notion of having services as its core value;secondly,in social management,it places the citizen-centering nature and the civil will in the decisive position;thirdly,it aims at remolding public administrative values and resolving the current problems of administrators' anomie of values.Any social system is the enbodiment of some cocnept of values.In turn,the objective existence of any concept of value will be inevitablely reflected in the relevent system.The concept of service-oriented government in the new period was put forwarded by the scholars of our country.Thus,its construction should be explored from the aspect of value rationality.
