| 摘 要： | 阐述了建立煤矿安全生产长效机制的重大意义，分析了煤矿安全生产监管监察中存在的问题，探讨了建立煤矿安全生产长效机制的途径，提出要进一步理顺煤炭行业管理、安全监管监察体制，成立煤炭行业管理部门；强化煤矿安全生产的法制建设，突出强化法律的严格执行；坚持标本兼治，重在治本，着重解决煤矿安全生产管理方面存在的问题，切实落实企业的安全主体责任，提高煤矿企业安全管理水平，实现本质安全。
