| 摘 要： | 公众参与是现代民主理论与实践的重要内容,在城中村改造中引入公众参与具有重要的意义。但当前城中村改造中的公众参与存在制度缺失、参与层次较低等问题,通过重构角色,提供制度保障,发展社区组织等措施,有助于消解公众参与中的问题,提升公众参与水平,为相关利益主体提供公平的博弈平台,实现和谐改造。
