摘    要:Manpower is a key factor for the success of the CIMS Subject of China 863 Program. Many manpower strategies have been used in the CIMS Subject, which include elite strategies, training and practicing strategies, and culture strategies. This paper is mainly about the training and cul-ture strategies such as to pay attention to the training and the practice of the technical team, and to form a fine CIMS culture.
