| Abstract: | The mode of ruling scientifically, democratically and legally is the theoretical distillation of the long-term ruling experience for CCP, and is also the new conclusion of the CCP's ruling regularity made by the 4th Plenary Session of the 16th Central Committee. This mode stands in a vital position in the CCP's ruling practice, that is, while ruling scientifically is the core, ruling democratically and ruling legally are the nature and the guarantee respectively. This kind of ruling embodies the characteristic of our Party's ruling mode. Therefore, it becomes necessary to insist on and perfect this mode. |
