| 摘 要： | 分析2006～2009年大连现代服务业发展状况,阐述大连发展现代服务业集群的优势,剖析大连发展现代服务业集群速度滞后、内部结构不合理、劳动生产率较低、市场开放不够、功能尚不完善、创新能力不足、缺乏专业人才等问题,提出改善政策环境和制度环境、构筑完善的基础设施、创新体制机制、培育集群发展的内在增长引攀、加快公共服务平台建设、加强人才引进和培训体系建设的发展对策.
