| 摘 要： | 宋代不仅重视军人与百姓之抚恤,其制度亦很完善,且具备了问责制与监督机制。宋代军民抚恤的主要内容有：抚恤阵亡、致残、受伤军人及其家属,抚恤遭受战事、死于王事以及受灾的百姓,这些内容经后世的演变和发展成为一项经常性的制度并加以发展和完善。
