内蒙古农牧业机械化科研院所的改革定位与发展对策研究

内蒙古农牧业机械化科研院所改革经历了艰难曲折的发展历程,按照建设现代农牧业强区的要求,农机科研工作明显滞后,并逐渐成为农牧业机械化发展的瓶颈。主要存在着机构布局不合理,科研定位不准,创新能力弱,管理体制落后,人才断层严重,整体科研实力不强等问题。加快发展农机科研事业,需要高度重视农机科研事业的地位和作用,深化管理体制改革,强化公益性定位,调整研发方向,建设高素质科研队伍,不断提高科技创新能力,促进农机科研工作科学健康发展。
