新中国科技期刊出版业的两次挫折--中国科技期刊史纲之九

为总结经验教训，考察了20世纪60年代至70年代中期，中国科技期刊的出版状况。客观分析后认为：在此期间经历了三年经济困难时期的调整压缩和“文革”动乱时期的严重破坏两次挫折。特别是第二次挫折中出版形势一度走入历史最低潮，几乎出现空白现象。事实证明：稳定的经济基础和社会科学文化教育环境；科技出版技术条件及人才信息资源是科技期刊出版的根本基础。发展中国科技期刊出版业，应及时抓住机遇，加快改革创新步伐。

Two setbacks of Sci-tech periodical publications in new China-- Series study in the history of Chinese Sci-tech periodical (9)

In order to sum up the experiences and lessons, the publishing situation of Chinese sci-tech periodical from the sixties of the 20s century to middle period of the seventies was studied. After objectively analyzing, Chinese sci-tech periodical had gone through two setbacks during this time: the first was adjusting and cutting in the period of financial difficulties of three years; the second was seriously destroying in the Culture revolution. Especially during the second setbacks the publishing situation once had entered into the lowest tide of the history, almost appeared the blank space. The fact had proved that steady economic base, the culture and education environment of social science, the technological condition of Sci-tech publications and resources of talent information was the basic foundation of Sci-tech periodical publications. We should seize the opportunity in time and quicken the steps of reforming and innovate to develop Chinese Sci-tech periodical publications.
