| 摘 要： | 科技经费监管工作是一项系统工程,需系统管理理论指导。在分析科技经费监管的系统理论基础和现存问题的前提下,创建了科技经费监管的四种有效模式：直接监管模式、分级监管模式、全程监管模式和集中监管模式。

| Abstract: | In this paper,the author believes that the supervision of science and technology funds is a system project,which calls for the direction of system management theories（SMT）,analyzes theoretical basis of the system of supervision of science and technology funds and the current problems as well and puts forward that four effective supervision models,namely,direct supervision model,decentralized supervision model,full supervision model and centralized supervision model. |
