针对我国国有建筑业企业发展的现状及存在的问题,提出了国有建筑企业深化改革和发展的措施及途径,包括推进建筑业资产重组,促进所有制结构调整;加大国有建筑企业组织结构调整力度;继续推进国有建筑企业项目管理体制改革;鼓励兼并与规范破产,推进国有建筑企业资源的优化配置;进一步加强国有和国有控股建筑企业领导班子建设;推进国有建筑企业技术进步,提高企业整体素质等。

Considerations about the Reform and Development of State-owned Construction Enterprises

In the light of the present situation of and existing problems in the development of our country's state-owned construction enterprises, this paper puts forward some measures and channels for deepening the reform of the state-owned construction enterprises, which include pushing the assets recombination, promoting the adjustment of the pattern of ownership, strengthening the adjustment of the organizational structure of state-owned construction enterprises, impelling the reform of the project management system of state-owned construction enterprises, encouraging the merger and regulating the bankrupt, promoting the optimized allocation of the resources of state-owned construction enterprises, strengthening the construction of the guiding groups of the state-owned and state-owned control construction enterprises, pushing the technical progress of state-owned construction enterprises, and improving the whole quality of the enterprises, etc.
