| 摘 要： | “三农问题”的根本出路是城市化;产业化则是改变农业弱势的基本途径,但城市化和产业化并不是一个短期行为,短时间内很难收效,因此在实施长期城市化、产业化的同时,目前应采取短期直接收入补贴方法对农业进行战略上的调整。

| Abstract: | Urbanization is the fundamental way out for the settlement of the problems of agriculture,rural areas and peasants.Industrialization is found to be the basic way to enhance the development of agriculture.However,urbanization and industrialization are not short-term behavior and can't have much effect in a short time.Therefore,short-term direct income subsidy for the strategic adjustment of agriculture should be offered in the practice of long-term urbanization and industrialization. |
