论民营小企业主及员工教育培训途径与保障机制

摘    要:实施企业教育培训以提高企业人员素质,是当前民营小企业急需解决的问题。认识局限,财力受限。招工优势,留人劣势,政府及社会教育培训机构的功能尚未得到发挥,业主及员工学习动力不足,都是目前影响民营小企业教育培训的主要因素。有效地实施民营小企业的教育培训,需要教育培训双方共同努力,需要政府、学校及社会培训机构明确责任、发挥作用,需要在全社会形成共识并成为企业制度,使参加教育培训成为企业人员的自觉行动。

Abstract:The first problem to be solved for present small private enterprises is implementing education and training in order to enhance enterprise personnel's quality. The main factors which influence education and training in small private enterprises currently are cognitive limitation, limited financial ability, advantage of recruitment, disadvantage of retaining talents) failing to bring the functions of government and social education and training institutions into play, owners' and staffs' shortage of learning motive. The effective implementing of education and training in small private enterprises needs joint efforts of beth sides, and requires government, school and social training institution clarify responsibility and put functions into effort, and new agreement shotdd be reached in the whole society and made enterprise system. Meanwhile, education and training should be made the conscious action of enterprise personnel.
